I've got it down as October 25, 1995, and I joined a few days later.
I also think it had been under discussion (by Galdrin and Rick, maybe?)
on rec.arts.sf-lovers for a week or so the creation date.

Temporal arithmetic is a real booger, so I could be wrong.

I wasn't certain how long the list had been around when I joined, but I remember that it was when I lived in my tiny cave of an apartment after the end of my first marriage, so it had to have been '95 or '96, and, of course, the House had to have BEEN there for me to find it....

So the House is four years older than I was when I joined. That's kind of a scary thought. Hope it's smarter than I was then too :)
