You would hate to live in the UK, where tobacco costs so much more than in the US. A pack of cigarettes here averages out at about £7.50, or US $12.00.

But even when I smoked (and I was a three pack a day to cold turkey person) that made sense where you had NHS. The odds are that smokers will get sick, and this helps pay for the health in advance.
