I was under the impression that it did, since anything else would be among the dumbest types of invitation to spam that I could imagine. That said, their groups have been a useless disaster for as long as I've been aware of them, so I'm not entirely familiar with any recent changes to their process.

Their events module, on the other hand, really is pretty benign. The default state after receiving an invitation is "invited," which usually means "a list of people who can't bothered to decline." Yes, No, or Maybe responses generally require an active choice by the invitee. Basically, Facebook is polite enough to display only the most conservative possible attendance given the information it has. Even I can't manage to say something mean about that.
