As I understand things, that isn't strictly necessary. If Deb cancels the
room block now, then a $1,500 penalty must be paid. If Those Who Should were
to contribute to the penalty instead of reserving rooms, then maybe there'd
be less individual outlay, but still enough to cover the penalty.

Finance isn't my thing -- I'm still trying to make sense of cash -- but that's
the way it looks to me.
