Okay, I found it, "Dragonsong", 1976. She wasn't the first, but she did
accidentally Impress nine of them, while hiding in a cave as a runaway
from the SeaHold. The sea beach I remembered was because she rescued
the eggs from incoming tide, and took them to her high cave (the tides
were irregular because of the approach of the Red Star, and in older
times the eggs would have been safe where they were. Anyway, they
started to hatch just at the beginning of threadfall, were flying out of
the cave looking for food, and trying to keep them in, because the
Thread could kill them, she remembered that hatchling dragons were
hungry (also from feeling their hunger herself: high empathy), and had a
sackful of something like crabs, so began feeding them in between trying
to keep them from going out the cave mouth. Later, she taught them to
sing in harmony, and had herself a fire lizard choir.

She did it accidentally, but someone else had done it before her,
Mirrim, I think. Now that I've got it, I'm going to have to go back and
read it slowly from the beginning instead of skimming for the particular
incident.
