I have the kindle 3 (non touch screen) and I can turn off the highlighting by pressing the home button, then menu button, selecting "settings", pressing  > (page forward) to settings page 2 and then use the directional button to select "turn off" next to popular highlights.  Hope that helps - not sure if it's the same on your kindle. There's also a setting on page 3 re: public notes which you may also need to turn off.
